Abstract
The paper aims to present how the plant breeding financing system in Poland was changing before and after accession to the EU. Before 2004 the plant breeding in Poland was financed from grants from the state budget. Subsidies covered about 71% of breeding costs in 1996, which then decreased to only 40% in 2006. The total amount of subsidies granted to plant breeding dropped accordingly down from 200 million Polish zloty to only 50 million. After 2008 plant breeding in Poland will no longer be subsidized from the state budget. Only some subsidies to the basic research connected with plant breeding will be allowed. Breeders will have to cover their expenses on breeding activities from their own income. The main stream of money assigned to this purpose would come from breeders’ royalties. The research results indicate that the royalties will replace government subsidies, if at least 20% of farmers pay the royalties to breeders. A possibility to develop Polish plant breeding sector arises from strengthening it financially by concentration of breeding activities in selected companies and expansion of their activities on seed reproduction. / Synopsis. Celem opracowania jest przedstawienie systemu finansowania hodowli roślin w Polsce w okresie przed i po integracji z UE. Do 2008 roku hodowla roślin była wspierana z budżetu państwa, jednak kwoty dotacji systematycznie maleją, od 200 mln zł w 1997 roku do 50 mln przewidzianych na 2008 rok. Koszty hodowli były finansowane głównie dotacjami: od 71% w 1996 roku do 40% w 2006 roku. Po 2008 roku hodowla roślin nie będzie finansowana z budżetu. Możliwe będzie tylko finansowanie prac badawczych. Podstawowymi źródłami dochodów hodowców będą wpływy z opłat licencyjnych oraz z prowadzenia innych, poza hodowlą, działalności. Zastąpienie dotacji środkami własnymi będzie wymagało zwiększenia wielkości opłat otrzymywanych od rozmnożeń własnych. Systemem tym musi być objęte przynajmniej 20% rolników nie objętych odstępstwem rolnym. Jedną z możliwości zwiększenia źródeł finansowania nakładów na hodowlę jest też tworzenie przedsiębiorstw hodowlano-nasiennych.
