System Wsparcia Rolnictwa Ekologicznego I Grup Producentów Rolnych – Założenia I Implikacje Praktyczne

Abstract

Celem badań była próba oceny wybranych działań wspieranych w ramach WPR (rolnictwo ekologiczne oraz grupy producentów rolnych) w kontekście możliwości wykreowania „rynku zakorzenionego”, który może przyczynić się do rozwoju lokalnej gospodarki. Materiał badawczy stanowiły dane ARiMR, ARR i GIJHARS. Zastosowano analizę porównawczą poziomą wybranych parametrów charakteryzujących rolnictwo ekologiczne i GPR w 2016 roku oraz analizę porównawczą pionową obejmującą lata 2004-2016. Z przeprowadzonych analiz wynika, że system wsparcia rolnictwa ekologicznego oraz GPR w ograniczonym zakresie sprzyja rozwojowi obszarów wiejskich i konieczne jest poszukiwanie nowych rozwiązań systemowych. Warto zdecentralizować system wsparcia finansowego GPR w ramach WPR, aby przyczynić się do rozwoju „rynków zakorzenionych” nie tylko w odniesieniu do produktów ekologicznych, ale również konwencjonalnych.
