Gminy wiejskie województw śląskiego i kujawskopomorskiego jako beneficjenci regionalnych programów operacyjnych 2007-2013

Abstract

Celem artykułu jest identyfikacja i porównanie wyników absorpcji funduszy unijnych z regionalnych programów operacyjnych 2007-2013 przez gminy wiejskie województw śląskiego i kujawsko- -pomorskiego. W badaniu wykorzystano dane wtórne z Banku Danych Lokalnych GUS oraz bazy SIMIK. Finansowe wyniki absorpcji środków unijnych z RPO przez gminy wiejskie znacznie się różniły między omawianymi województwami oraz w granicach śląskiego, natomiast były relatywnie ujednolicone w kujawsko-pomorskim. Struktura wydatkowania pozyskanych środków według priorytetów SIMIK różniła się w obu regionach, choć cechą wspólną był bardzo wysoki udział wydatków na priorytet „drogi regionalne i lokalne”. Korelacje analizowanej absorpcji z gęstością zaludnienia nie były istotne statystycznie w żadnym z badanych regionów, podobnie jak korelacje tej zmiennej ze średnioroczną liczbą ludności oraz średniorocznymi dochodami ogółem budżetów gmin w województwie śląskim. Istotne statystycznie były tylko dodatnie i umiarkowane korelacje tej zmiennej ze średnioroczną liczbą ludności oraz średniorocznymi dochodami budżetów gmin w województwie kujawsko-pomorskim.
