Wpływ unijnych dyrektyw w zakresie wykorzystania biopaliw na rozwój obszarów wiejskich w Polsce

Abstract

Obowiązek stosowania w transporcie odnawialnej energii stymuluje popyt na biopaliwa. Celem artykułu jest rozpoznanie regulacji prawnych UE w zakresie wykorzystania biopaliw w transporcie na rozwój obszarów wiejskich w Polsce. Zakresem badań objęto produkcję estrów metylowych oleju rzepakowego w Polsce w latach 2011-2017. Zastosowano metodę opisową i porównawczą na podstawie literatury przedmiotu oraz danych KOWR, GUS i PSPO. Wskazano, że produkcja tego biopaliwa, nie tylko pozwala na dywersyfikację energii wykorzystywanej w transporcie, ale stanowi ważny element w rozwoju obszarów wiejskich. W Polsce wzrost zapotrzebowania na biopaliwa przyczynia się do aktywizacji społecznej, sprzyja wzrostowi opłacalności produkcji rolnej oraz zmniejsza dysparytety dochodowe w rolnictwie. Ponadto istotnie przyczynia się do zwiększenia podaży komponentów paszowych dzięki produkcji śruty rzepakowej towarzyszącej tłoczeniu oleju.
