Habilidades Sociais E Mobilização Para O Desenvolvimento Rural No Território Da Serra Catarinense

Abstract

Este artigo tem como finalidade compreender as habilidades sociais que têm sido utilizadas para promover a coordenação e mobilizar acordos em torno de projetos coletivos entre os representantes das entidades pertencentes ao Colegiado de Desenvolvimento Territorial (Codeter) da Serra Catarinense - órgão paritário de planejamento e articulação de iniciativas para o Desenvolvimento Territorial Sustentável. Para realização do artigo foi empregada uma estratégia de investigação de estudo de caso que combinou a utilização de diversas técnicas qualitativas de coleta de dados para orientar a interpretação dos resultados. A teoria das habilidades sociais de Fligstein (2009) foi empregada para identificar e compreender as táticas que os “empreendedores institucionais” utilizaram para mobilizar e mediar os conflitos entre os múltiplos grupos sociais no planejamento do desenvolvimento rural do território. Como resultados da pesquisa, foram identificados representantes de entidades da sociedade civil e governo, com características de empreendedores institucionais, os quais fizeram uso de diversas táticas e habilidades relacionadas, a exemplo: do direcionamento de discussões e definição de agenda; da gestão dos conflitos; da mobilização dos participantes; da negociação e da persuasão, e a promoção de credibilidade no processo. Como conclusão do caso, percebe-se que os objetivos, identidades e projetos, construídos coletivamente no âmbito do Codeter da Serra Catarinense, foram facilitados por existirem empreendedores institucionais dotados de habilidades sociais capazes de fomentar acordos e coalizões políticas entre grupos sociais distintos do território. ----- This article aims to understand the social skills which have been used to promote the coordination and mobilization of agreements among the members of College of Territorial Development (Codeter) in Santa Catarina Mountain Range. Codeter is a joint body which promotes the planning and articulation for sustainable territorial development initiatives. For this article, we employed a case study strategy which combined the use of various data collecting qualitative theories in order to orient result interpretation. The social skills theory elaborated by Fligstein (2009) was employed in order to identify and understand the tactics that institutional entrepreneurs use to coordinate and mediate conflict between multiple social groups. As a result, we identified representatives of civil society and government organizations with institutional entrepreneur characteristics, which use various related tactics and skills, such as: directing discussions and agenda setting; conflict management; mobilization of participants; negotiation and persuasion, promoting credibility in the process. As conclusion, we understand that the objectives, identities and collective projects constructed in Codeter of of Santa Catarina Mountain Range were facilitated by the existence of institutional entrepreneurs endowed with social skills capable of encouraging agreements and political coalitions between distinct social groups in the territory.
