Abstract
O presente artigo conceitua o processo de desenvolvimento do agroturismo se iniciando a partir de propriedades rurais preexistentes, no qual a falta de tecnologia e as dificuldades de capacitação de pessoas seriam limitantes para o desenvolvimento. Tais limitações são atenuadas quando são tratadas eventuais lacunas das instituições existentes que não estimulam a cooperação entre agentes. O artigo apresenta o resultado de um estudo qualitativo realizado em organizações rurais para captar a trajetória institucional do agroturismo na colônia italiana de Venda Nova do Imigrante - ES. Partindo de conceitos estruturantes da Nova Economia Institucional, foi mapeado o contexto institucional no qual emergiram as atividades do agroturismo na região. As evidências obtidas indicam que a herança cultural coletivista deu espaço a relações sociais mais impessoais, e nessa transição institucional a instituição privada criada por empreendedores locais conseguiu coordenar a colaboração de alguns produtores para gerar externalidades de rede e ganhos de eficiência. A principal contribuição do presente estudo é mostrar como instituições privadas podem contribuir para estimular a cooperação entre agentes mesmo quando inseridas em um ambiente institucional com fraca proteção aos direitos de propriedade. ----- This paper work conceptualizes the developmental process of agrotourism which starts from pre-existing rural properties and in which the lack of technology and the difficulties of training people would be limiting for development. Such limitations can be solved mostly by filling the institutional gaps that do not induce cooperative behavior among agents. Based on a qualitative field study conducted on rural organizations located in Venda Nova do Imigrante (State of Espírito Santo, Brazil), we were able to capture the institutional path associated with the development of agro tourism in an Italian settlement. Using a New Institutional Economics framework, our results indicate that the collectivist cultural traits were moderated by a private institution that was created by local entrepreneurs, and this institution supported cooperative behavior between them, fostered the emergence of impersonal transactions, resulting in positive network externalities and efficiency improvements. This work contributes with the literature by showing how private institutions can foster cooperation among agents even when inserted in an institutional environment with weak protection of property rights.
