A regionális politika új környezete a 25 tagú Európai Unióban

Abstract

Az Európai Unió bővítése számos területen eredményez merőben új helyzetet a tagállamok és az EU viszonyában. A közös politikák működési mechanizmusa 2004. május 1-től, egy az eddigiektől eltérő gazdasági közegben valósul meg. A megváltozó környezet a regionális politikát is érinti, mert az egyes területek közötti eddigi fejlettségbeli különbségek megváltoznak, és így a regionális fejlesztési források elosztása is megváltozik az Unióban. A jelenlegi tagországok között várhatóan lesznek olyan régiók, amelyek elveszíthetik fejlesztési forrásokra való jogosultságukat. A bővítés nyomán kialakuló helyzet a regionális gazdaságfejlesztés eszközrendszerének módosítását teheti szükségessé. ---------------- The expansion of the European Union will create a new situation in the field of mutual relation between member states and EU in several fields. After 1 May 2004 the mechanism of operation of common policies will be realised in an economic environment totally differing from the previous one. Changing environment affects also regional policy, since former differences in the degree of development between different regions will change as well, and the same will take place also in respect of the amounts allocated for regional development within EU having already 25 members instead of 15. As for the present member states, they will be likely to have regions which may loose their eligibility for development resources. Thus, the situation coming into being after EU expansion may necessitate a modification of the system of tools of regional economic development.
