Les OGM entre la science et le public? Quatre modèles pour la gouvernance de l'innovation et des risques

Abstract

This paper presents four models for the governance of innovation and risks, based on different views of the public and of science. These models address two key issues in current policy debates: the question of public participation and of the management of uncertainty. These models are used to highlight the difference between the transformation of the use of scientific expertise for public decision-making which occurred in the US in the 70's and ongoing developments in the European Union.
