Abstract

In spite of rapid changes, the development of systems including payments bounded with nature maintenance is still coming up against theoretical difficulties as soon as practical economical, juridical and social points, inherent in the innovating aspect of the way. The building of a true social planning for rural countries would however allow to remove a lot of obstacles.
