Abstract

The agricultural structural adjustment program implemented in Algeria since the late eighteen is in fact a mere reform of the agricultural structures, of prices system, of the agricultural credit and of the agricultural administration organization. The application of this program leads to a restructuration of the land to the benefit of the farmers best integrated into the market rules ans advantages the extensive production system. Otherwise, agrarian reforms in the North aiming at decreasing production and to increase related prices on world markets are harmful for importing countries such as Algeria. Futhermore, agrarian reforms adopted in the North and ajust- ment programs used in Southern countries seems to be characterised by a ceiling logic of agricultural and food basic productions, detrimental to any significant improvement of food security.
