Abstract

The World Bank was the first international development agency to address the environmental impact of the projects it finances. Since 1987, it has been pursuing an ambitious policy and is playing an increasing role in the formulation and management of international environmental policy. Yet, despite undeniable progress, it also faces numerous obstacles such as inappropriate analytical techniques, organizational constraints, a multiplicity of often contradictory objectives, the suspicions and limited resources of borrowers, and a turbulent international system.
