L'administration des régimes d'assurance-stabilisation des revenus agricoles au Québec

Abstract

In 1975, the Quebec government adopted a farm income stabilization programme designed to protect, on an annual basis, part of the net income. Differing from the more traditional approach of price supports in relation to long-term averages, the programme introduces the use of the « cost of production » for calculating compensations to be paid to farmers. Estimation of production costs is one of the important points in the administration of the programme. These costs are established using a model « efficient farming enterprise » in the sector concerned and they are prepared in sustained consultation with representatives of farmers. However, administration of the programme requires considerable supervision in the estimation of yields and of the volume of sales. Because of its flexibility and adaptability, this programme may become a favoured means for directing agricultural development.
