Abstract

In a region where economic pressure is quite strong the action of various social categories forming regional associations has recently given rise to a greater awareness of the need to safeguard rural space. Country-dwellers are now supported by town- dwellers and a new ethical attitude is emerging. Here we examine how decisions are organized and taken on both sides of the Rhine, around multipolar regional capitals which are themselves a source of imbalance in the use of space.
