Abstract

To promote economic and social development of an area in Brittany, the SEMENF (1) was set up. This board engaged in various development actions, trained leaders set up new institutions. It appeared necessary also io inform the whole population of the area in order that it should become more responsive and participate more. The SARES, a private consulting firm, was responsible for this. It first studies the farming and rural population of the area and determined sub groups. The information program could then be launched using small groups, working at each level. They were helped by special teams of social workers using specialy prepared informational material.
