The post 2023 CAP: design limits and constraints on the implementation of Strategic Plans to achieve the Green Deal targets

Abstract

[EN] This paper highlights the limits of the post 2023 Common Agricultural Policy (CAP) to achieve the objectives of the Green Deal at three levels: the «dispersion of efforts» caused by the flexibility granted to national authorities in drawing up the CAP Strategic Plans; the uneven pace of adoption of the legislative initiatives of the «Farm to Fork Strategy»; and the heterogeneous «results» to be expected from the poor insertion of Green Deal targets into the new CAP regulations. The article concludes by analysing the final report of the «strategic dialogue on the future of agriculture» and explores some key ideas for the post-2028 CAP. [ES] Este artículo analiza los límites de la nueva Política Agrícola Común (PAC) para lograr los objetivos del Pacto Verde en tres vertientes: la «dispersión de esfuerzos» que provoca la flexibilidad reconocida a las autoridades nacionales en la elaboración de los Planes Estratégicos; el irregular ritmo de elaboración y adopción de las iniciativas legislativas del Pacto Verde; y los heterogéneos «resultados» a esperar de la deficiente inserción de las metas del Pacto Verde en la PAC. El artículo termina analizando el informe final del «diálogo estratégico sobre el futuro de la agricultura» y explora algunas ideas-fuerza para la PAC post 2028.
