El desacoplamiento de los apoyos a la agricultura: una perspectiva internacional

Abstract

RESUMEN - La evolución de la Política Agrícola Común (PAC) desde una política de apoyo a los precios hacia unos pagos más desconectados de la producción se enmarca en un contexto internacional más amplio, en el que otros países de la OCDE también reforman sus políticas en la misma dirección. El presente trabajo explica el significado del "desacoplamiento" de las políticas desde el punto de vista legal de la Organización Mundial de Comercio (OMC), y desde una perspectiva empírica como la adoptada por los trabajos de la OCDE. Se presentan los principales argumentos de eficiencia y distribución en favor del desacoplamiento y se analiza el alcance de las reformas en distintos países de la OCDE. Finalmente se argumenta en favor de la definición de unos objetivos nítidos que permitan diseñar de manera eficiente las política más apropiadas para alcanzarlos. PALABRAS CLAVE: desacoplamiento, Política Agrícola Común (PAC), países de la OCDE SUMMARY - The evolution of the Common Agricultural Policy (CAP) from price support to payments that are more decoupled from production is part of a broader international context in which other OECD countries have also reformed in a similar direction. This paper explains the meaning of "decoupling" from the legal perspective of the World Trade Organization (WTO), and from a more empirical approach as the one adopted by the OECD work on decoupling. The main arguments in favour of decoupling -both from efficiency and distribution considerations- are discussed and the scope of the reforms in different OECD countries is analyzed. Finally it is argued that a good definition of the objectives is needed in order to design the most appropriate policies.
