Abstract
RESUMEN - En este artículo, sus autores analizan el proceso de crecimiento económico experimentado por Argentina en la década de los noventa y sus efectos sobre la agricultura de la región pampeana. Este trabajo pretende contribuir, desde una perspectiva sociológica, al debate sobre las posibilidades y limitaciones de reproducción de la agricultura familiar en un contexto marcado por la aplicación de programas de ajuste estructural y de retirada del Estado de muchas de sus tradicionales áreas de actuación. Para ello, en primer lugar, se describen los indicadores productivos y económicos que dan cuenta de la evolución del sector agropecuario argentino en la última década. En segundo lugar, se exponen los distintos factores que contribuyeron al deterioro del poder adquisitivo de los pequeños agricultores y acentuaron sus condiciones de vulnerabilidad. En tercer lugar, se muestra cómo debido a esa situación, el creciente endeudamiento del sector agropecuario y la evidencia de un acelerado proceso de disminución en el número de las explotaciones agrarias de la región pampeana. Finalmente, en las conclusiones, se plantea una reflexión sobre las causas de la exclusión social y económica de los pequeños y medianos agricultores argentinos en un contexto de apertura, de-regulación y retirada estatal y, con la aportación de algunas experiencias internacionales, se proponen cambios en las políticas agrarias para que sean más sensibles a la dimensión social de la sustentabilidad. SUMMARY - This article focuses on the process of economic growth that Argentina underwent during the nineties and its effects on the Pampeana region's farming sector. Its main goal is to contribute, from a sociological point of view, to the debate on the possibilities and limitations of family agriculture to reproduce itself in a context characterized by the implementation of structural ajustement programs. Firstly, the article describes the evolution of the most important economic indicators of Pampeana farming sector during the last decade. Secondly, it points out the different elements which both provoked the deterioration of the small farmers' incomes and increased its social and economic weakness. Thirdly, it shows the growing debtment of Pampa farmers and, consequently, the reduction of the number of farms in that region. Finally, the authors offer some ideas on the process of social exclusion of small and middle farmers in a context of open markets where the role of the State is restricted. From starting of the European experiences, they propose changes for agricultural policies to be more sensitive to the social dimension of sustainability.
