Abstract

The European funds do not represent an inward purpose, but instruments in reaching the objectives established at the level of the European Union, of the EU member state, based on the implementation documents. This research work displays diverse aspects concerning the irredeemable funds absorptive capacity, that EU member states have confronted with or they still do; starting, on one side, from the comprehension of the spirit, philosophy and reasoning of the European Union objectives, and on the other hand, from the definition and general characteristics of any program destined to engaging such funds.
