Why Africa’s borrowers club is failing to take-off

Abstract

The idea of establishing an Africa borrowers’ club that will represent borrowers’ needs, interests and priorities, has been debated severally since 2020. This call was first formally made by Development Reimagined, a development consultancy firm headquartered in Beijing, China. It was followed by the Organization of Southern Cooperation (OSC) formally announcing the establishment of the Common Leveraging Union of Borrowers (CLUB) in November 2023. However, of the 28 OSC Member States, only 18 are African and it is yet to host its first meeting of the Ministerial Committee, scheduled for June 2024, to decide and operationalise the priority actions and coordinate its member states. An African borrowers’ club is yet to materialise.
