Economic Choices for Educational Policy in Africa

Abstract

For African countries engaged in structural reform, resource constraints on education systems are likely to rise over the next several years. Absent a significant increase in resources, educational enrollment ratios are likely to remain stagnant or decline, and allocative efficiency in education is likely to fall. A linear educational forecasting model is used to simulate alternative educational scenarios, including the impact of structural reforms in education on forecasted budget levels, and on underlying rates of return to investment in education. Improving technical efficiency within the education system can help to offset rising budgetary constraints, and thus help African countries meet goals of higher educational enrollment ratios, as well as satisfy the need for an efficient allocation of resources to the education sector of the economy.
