Features Modern Tariff-Making in the Electricity Sector (the Case of Saint-Petersburg)

Abstract

This article is devoted to the features of the state price regulation systems of electric power industry of the region. In the process of energy supply involved a big quantity of businesses, each of which pursues its own subjective goals. Trying to provide the balance of interests between these entities and to make the functioning and development of the regional energy systems more effective, government regulates the relationship between these entities via governmental authorities. In Russia, there is a three-tier system of governmental regulation of prices and tariffs. For better understanding how to implement the mechanism of governmental regulation of prices (tariffs) in the article presented the structure of the average price for electricity to the end consumer.
