The Comparative Analysis of Professional and Personal Competences of the Municipal Servants Different Types of Municipalities

Abstract

Relevance of research is connected with introduction of competence-based approach in the public and municipal service. Formation of programs of professional development on the basis of an assessment of professional and personal competences guarantees growth of quality of personnel structure taking into account specific features of the personality and professional requirements. The purpose of our research on the basis of an assessment of professional and personal competences of municipal employees when using a universal technique to define model of competences of the modern municipal employee on the example of municipal employees of the Kaluga region. Research problems - to reveal the most widespread scarce competences at municipal employees, to carry out the comparative analysis of models of competences of municipalities, characteristic for different types, - the city district and areas.
