Abstract
The most important conditions of ensuring national security of Russia stated in “Strategy of National Security of the Russian Federation till 2020†are strategic national priorities by which problems of the major transformations for realization of constitutional civil rights and liberties, implementation of a sustainable development of the country, preservation of territorial integrity and the sovereignty of the state are defined. Due to the adoption in 2014 of the law “About Strategic Planning in the Russian Federation†there was basis for development of the new document of strategic planning of federal level - the “Strategy of Spatial Development of the Russian Federation†defining priorities, the purposes and problems of regional development and directed on maintenance of stability of system of moving in the territory of the country. The law will allow overcoming the being available dissociation of strategic, territorial, ecological and sector planning, transport, power and production construction leading to the inefficient, spatial organization of the country - first of all due to increase of complexity of development of documents of strategic and territorial planning, strengthening of a role of the state in this process. This law is an innovation in the sphere of public administration, with its acceptance there is a new format of decisions on management of regional development, which simply did not exist earlier. Research of basic territorial characteristics for a sustainable development of Russia demands to look in a new way at the federal district and to consider it as the macroregion of the Russian Federation with the principles of planning and management of development. The law is the basis for development of essentially new document of strategic planning of federal level - “Strategy of Social and Economic Development of Macroregions†. They gain key value of the complex, interconnected document - carry out a role of “regulator†in concrete territories of the federal spatial purposes, interests and restrictions, branch interests, interests of regions, the state corporations and the state companies. Proceeding from the above, is offered to give to federal districts the status of macroregions and to bring into the legal sphere already developed for them Strategies, which demands serious scientific justifications . Development of the mechanism of planning and management of them , will demand the solution of one more fundamental issue - about territorial planning of the federal district, as most important part of strategy of its development. The complex of the scientific researches devoted to the federal district is offered to be executed on the example of the North-West region which in many respects is representative model of Russia therefore it can be offered as object of research.
