Saving Behavior in An Economy without Fixed Interest السلوك الإدخاري في نظام اقتصادي خال من الفائدة الثابتة

Abstract

Would the adoption of an Islamic Financial system, which strictly prohibits interest on borrowed money, lead to a reduction of savings? This paper provides an analytical point of reference for answering this question. It first reviews the previous attempts to analyze the impact of in creased uncertainty an individual saving (e.g. by Fisher, Hirshleifer, Baulding, Sandmo, Phelps, etc.). The paper derives the condition that must hold in order for increased uncertainty to depress savings. This condition requires that the rate of return when risk is present must be no more than when risk is absent. The paper briefly discusses whether this condition is likely to prevail in an Islamic economy. يقال إن تحريم الإسلام للعائد الثابت المحدد مسبقا على الأموال المقترضة قد يؤدي إلى زيادة الشك ( = عدم التأكد uncertainty) ومن ثم انخفاض المدخرات. وقد جرى تحليل أثر زيادة الشك على المدخرات فيما كتب في السنوات الأخيرة ولكن النماذج النظرية التي وضعت تناولت فقط الحالات التي يبقى فيها معدل العائد ثابتاً ، في حين يزداد الشك. وقد بينت هذه الدراسات أنه في غيبة افتراضات قوية معينة عن عامل كراهية المخاطرة ( Risk aversion ) ، فإن أثر زيادة الشك على الادخار يكون غير محدد. ويقدم هذا البحث نموذج ، اشتق على أساسه شرط واضح لا لبس فيه يجب أن يتحقق لكي ينخفض الادخار عند تغير المخاطرة ومعدل العائد كليهما، ويتطلب هذا الشرط ألا يزيد معدل العائد عند وجود المخاطرة على معدل العائد في غيبتها. ويرى البعض أن التغيرات الهيكلية التي تصاحب اعتماد نظام مالي إسلامي قد تحسن معدل العائد . والأهم من ذلك ، أن الشرط المذكور يوحي بأن التأكيدات المسبقة بأن استبعاد الفائدة سيؤدي إلى انخفاض الادخار قد تفتقر إلى ما يبررها ا لم تظهر أسباب وجيهة للاعتقاد بأن معدل العائد لن يرتفع أيضاً.
