Abstract

This study is an attempt to emphasize the importance of sticking to the rules of zakat concerning the time and place of paying, collecting and distributing zakat funds. The paper discusses this issue by referring to the texts of the Qur’an, the Sunnah and the views of fiqh scholars and shows the wisdom behind following such rules, as the challenging greatness of the zakat system in Shariah does not limit itself to just determining the rates of zakat but other aspects as well such as the times of paying zakat. هذه الدراسة هي محاولة لتأكيد أهمية التقيد بالقوانين الزمانية والمكانية في عمليات دفع وجمع وتوزيع الزكاة، وهي دراسة فقهية تحليلية تهم واضعي السياسة الاقتصادية والمهتمين بتأقيت الضرائب. تناقش هذه الورقة القضية بالرجوع الى نصوص القرآن الكريم، والسنة النبوية الشريفة، وآراء الفقهاء، وإبراز الحكمة من ذلك، لأن عظمة إعجاز النظام الزكوي في الشريعة الإسلامية لا تقتصر على تحديد أنصبة الأموال الزكائية ، بل يشمل جوانب أخرى منها مواقيت أداء هذه الأموال الزكائية.
