Regional Variation in Labor Productivity in Japanese Home Help Industry

Abstract

本稿は，厚生労働省がインターネット上で公開している「介護サービス情報公表システム」の事業所別データを用いて，訪問介護産業における労働生産性の地域格差とその収束傾向を分析した。まず，訪問介護産業の労働生産性の対数分散を，地域間要因と地域内要因に分解した結果，地域内要因の方が地域間要因よりもはるかに大きいことがわかった。地域内要因が占める割合は93～95％程度であり，一方，地域間要因はわずか５～７％程度に過ぎない。次に，その地域格差に収束傾向があるかどうかを，Barro and Sala-i-Martin（2004）のβ収束の概念を用いて分析した。推定の結果，βの値は負で有意であり，初期の労働生産性が低いほど，その後の労働生産性の伸びが高くなることが確認された。また，地域間格差の収束の方が，地域内格差の収束よりも，収束のスピードが速いことも明らかとなった。
