Betriebliche Weiterbildung und der Verbleib Älterer im Betrieb

Abstract

Die Evaluation von Qualifizierungsmaßnahmen insbesondere der aktiven Arbeitsmarktpolitik hat in den vergangenen Jahren große Aufmerksamkeit erfahren. Untersuchungen betrieblicher Weiterbildung brachten dabei ermutigende Ergebnisse hinsichtlich Beschäftigungsstabilität und Wiedereinstellungschancen nach Arbeitsplatzverlust ans Licht. Die vorliegende Arbeit ist die erste, die ihre Auswirkungen auf die Arbeitsmarktsituation von Älteren untersucht, indem sie den Einfluss betrieblicher Weiterbildung auf die Altersstruktur der Betriebe schätzt. Basis für die Auswertungen stellt das IAB-Betriebspanel dar, das um die Altersinformationen der Beschäftigten aus dem LIAB ergänzt wurde. Methodisch stützt sich die Arbeit auf Matching- Methoden, mit denen die Endogenität der betrieblichen Weiterbildungsentscheidung kontrolliert werden soll. Die vermuteten, positiven Effekte betrieblicher Weiterbildung auf den Verbleib Älterer im Betrieb ließen sich in der Studie allerdings nicht bestätigen. Weder für verschiedene Zeiträume noch verschiedene Formen der Weiterbildung ließen sich signifikante, positive Effekte feststellen auf den Anteil Älterer im Betrieb feststellen. Die Ergebnisse sind robust gegenüber verschiedenen Spezifikationen des Matching-Schätzers.
