Entwicklung und Verteilung der Einkommen. WIFO-Beitrag zum Sozialbericht 2012

Abstract

Die Zunahme des Volkseinkommens in den Jahren 2010 und 2011 ist stärker von der Entwicklung der Unternehmens- und Vermögenserträge getragen als von der Zunahme der Arbeitnehmerentgelte: Der langfristige Trend einer Verschiebung der Einkommensanteile von den Lohn- zu den Unternehmens- und Vermögenserträgen wurde 2009 unterbrochen, setzte sich aber 2010 und verstärkt 2011 wieder fort: Die Unternehmens- und Vermögenserträge wuchsen 2011 mit +8,4% mehr als doppelt so stark wie die Arbeitnehmerentgelte (+3,9%). Die Lohnquote sank damit in Österreich weiter. Die Heterogenisierung der Beschäftigungsverhältnisse trägt zur Einkommensspreizung der unselbständig Beschäftigten bei. In den vergangenen drei Jahrzehnten stieg der Gini-Koeffizient für die Bruttolohneinkommen der unselbständig Beschäftigten um 30% auf 0,452. Die Haushaltseinkommen sind weniger ungleich verteilt als die Bruttolohneinkommen der aktiv Beschäftigten. Aber auch hier ist eine leichte Zunahme der Ungleichheiten zu beobachten: Der Gini-Koeffizient erhöhte sich zwischen 2004 bis 2010 von 0,331 auf 0,333%.
