Economic Welfare Impacts of Foot-and-Mouth Disease in the Canadian Beef Cattle Sector

Abstract

type="main" xml:lang="fr"> Une épizootie de fièvre aphteuse, bien que peu probable, engendre des pertes sur les marchés d'exportation ainsi que des coûts considérables liés à la gestion et à l'éradication de la maladie. Nous avons mis au point un modèle dynamique qui tient compte de la production bovine, de la propagation de la maladie, de la consommation intérieure et du commerce international, et qui évalue les répercussions inter-temporelles des mesures d'atténuation sur le bien-être économique. Nous avons appliqué le modèle à un cas hypothétique d'épizootie au Canada afin d'évaluer les changements quant au surplus du producteur, au prix de détail et aux coûts pour l'État et nous avons compilé les résultats afin d'évaluer leurs répercussions sur le bien-être économique global du secteur de l'élevage bovin. Nous avons élaboré des scénarios d'atténuation qui comprennent l'abattage systématique et immédiat (stamping-out), le contrôle des déplacements, la vaccination et l'abattage préventif des animaux.
