Horizontale Kooperationen von Krankenhäusern: Der Analytic Network Process (ANP) als Entscheidungsunterstützung zur Wahl einer Kooperationsalternative

Abstract

Der Sektor der Gesundheitswirtschaft ist in starker und kontinuierlicher Veränderung begriffen. Nicht nur regulatorische Maßnahmen, sondern auch der fortschreitende medizinisch-technische Fortschritt sowie die Entwicklung der Kostenstrukturen haben in den vergangenen Jahren einen organisatorischen Wandel bei den Anbietern von Krankenhausdienstleistungen mit sich gebracht. Es kam zu etlichen Fusionen von Krankenhäusern und zu zahlreichen horizontalen Kooperationsverträgen. Diese Entwicklung entspricht auch dem Muster anderer Wirtschaftssektoren: Regulativer und technischer Wandel korrespondieren mit einer Zunahme von Fusionen und Kooperationen. Solche werden einerseits vereinbart, um die notwendigen Anpassungen durchzuführen, und andererseits, um vor geänderten Rahmenbedingungen wettbewerbsfähig zu bleiben. Auch bei Kooperationen im Krankenhaussektor gilt es, diese adäquat auszugestalten und ein geeignetes Kooperationsmanagement zu institutionalisieren. Im Mittelpunkt dieses IfG-Arbeitspapieres steht die Entwicklung eines Managementinstruments zur Vorbereitung von Krankenhauskooperationen. Es werden Kriterien identifiziert, die eine Orientierung für die Partnerwahl und für die konkrete Ausgestaltung ermöglichen und darauf aufbauend wird ein Instrument anwendbar gemacht. Ein Krankenhaus-Screening-Modell ermöglicht eine strukturierte Entscheidung. Ein praktisches Beispiel sowie die Formulierung eines Handlungsleitfadens erleichtern die konkrete Anwendung. Dieses Arbeitspapier entstammt dem IfG-Forschungscluster II: Unternehmenskooperationen.
