Sachgerechte Verteilung staatlicher Finanzzuweisungen

Abstract

Der Beitrag analysiert das System der kommunalen Finanzzuweisungen und diskutiert Reformoptionen. Die kommunale Finanzverfassung weist grundlegende Defekte auf, die eine sachgerechte Verteilung staatlicher Finanzzuweisungen erschweren. Der Verfasser plädiert daher für eine Reform der Gewerbesteuer und eine Stärkung des Konnexitätsprinzips. Die Verteilung der Finanzzuweisungen sollte umgestellt werden auf ein System mit zwei klar getrennten Ebenen. Hauptaufgabe der Schlüsselzuweisungen wäre dann der Finanzkraftausgleich, während anerkannte Sonderbedarfe im wesentlichen durch Zweckzuweisungen abgedeckt werden müßten
