Die Folgen der Mietpreisbremse: Eine Analyse am Beispiel der Wohnungsmärkte in Köln und Berlin

Abstract

Nach den Plänen der Bundesregierung werden die Wiedervertragsmieten in Deutschland ab 2015/2016 stärker reguliert. Vorgesehen ist, dass die Mieten nur maximal 10 Prozent über der ortsüblichen Vergleichsmiete liegen dürfen, wobei Neubauten und sanierte Wohnungen von der Regelung ausgenommen werden. Dies ist ein starker Eingriff in den Mietwohnungsmarkt, indem seit vielen Jahrzehnten die Miethöhe bei neuen Verträgen frei gestaltet werden konnte. Gleichzeitig gewinnen damit die Mietspiegel, in denen die ortsübliche Vergleichsmiete definiert wird, erheblich an Bedeutung. Bislang spielte sie nur für bestehende Vermietungen eine Rolle. Viele Vermieter haben die Mieten bewusst nur moderat angehoben, weil sie davon ausgehen konnten, dass sie bei einer Wiedervermietung wieder das Marktniveau erreichen können. [...]
