Gewerkschaften: Weniger Repräsentativität durch Strukturdefizite?

Abstract

Im Jahr 2021 lag der gewerkschaftliche Netto-Organisationsgrad in Deutschland bei 17,4 Prozent. Damit ist, ähnlich wie 2018, jeder sechste Arbeitnehmer Gewerkschaftsmitglied. Während sich die Konstellation des Arbeitsmarktes jedoch stetig verändert, entwickelt sich die Mitgliederstruktur der Arbeitnehmerverbände nicht immer im Einklang dazu. Diese Dynamik verstärkt die Strukturdefizite in den Gewerkschaften. Um deren Organisationsfähigkeit zu stärken, müsste die Mobilisierung von Beschäftigtengruppen, deren quantitative Bedeutung auf dem Arbeitsmarkt zunimmt, mehr im Fokus stehen. Aktuelle Herausforderungen wie Pandemie und Inflation bieten den Gewerkschaften eine Chance, Interesse bei weniger organisierten Beschäftigtengruppen zu wecken.
