EU-Haushalt: Zusätzliche Ausgaben, neue Eigenmittel?

Abstract

Im Haushalt der Europäischen Union (EU) wird das Geld knapp, so die Feststellung der Europäischen Kommission anlässlich der Halbzeitrevision des Mehrjährigen Finanzrahmens (MFR) 2021 bis 2027. Zur Erinnerung: Im Dezember 2020 hatten sich die Mitgliedstaaten nach langwierigen und schwierigen Verhandlungen auf die Höhe der Ausgaben für die nächsten sieben Jahre sowie eine grobe Aufteilung der Ausgabenstruktur geeinigt. Insgesamt waren Ausgaben in Höhe von rund 1,2 Billionen Euro geplant; hinzu kamen noch einmal knapp 807 Milliarden Euro für Ausgaben im Rahmen des Programms Next-Generation EU (NGEU) - beide Angaben in laufenden Preisen.
