Abstract

Die Zinswende hinterlässt unübersehbare Spuren in den öffentlichen Haushalten. Inwieweit dadurch der Handlungsspielraum eingeschränkt wird, lässt sich an der Zins-Steuer-Quote ablesen. Im Zuge der Nullzinsphase waren die Zinsausgaben als Anteil der Steuereinnahmen so tief gefallen wie nie zuvor. Jetzt steigt der Wert wieder - beim Bund deutlich stärker als bei den Ländern.
