Abstract

Cette analyse explore les principales tendances actuelles de l’Aide Publique au Développement pour en cerner l’évolution future. Le constat initial est celui d’une diversification des finalités de l’aide et d’une exigence renforcée de son efficacité face à un environnement externe nouveau. Cela se traduit par une montée de la notion d’appropriation qui manifeste une volonté de mieux prendre en compte la demande. Cela se manifeste également par une réorganisation de l’offre d’APD où la nécessité de l’harmonisation semble désormais faire consensus et une transformation des pratiques qui conjugue volonté de rationalisation, pragmatisme et jeux institutionnels. Au final, l’ensemble de ces éléments semblent aller dans le sens d’une APD plurielle prenant en compte les diversités des situations et des objectifs, tant de l’offre que de la demande d’APD. Our purpose is to examine the main tendencies of the public development aid in order to determine its future. We start from showing that faced to a new external environment, the public aid needs to diversify its finalities and reinforce its effectiveness. This process is illustrated by an increase of the ownership concept and a better attention paid to the demand side. It is also illustrated by a new organisation of the offer side based upon a better harmonization and new practices witch combine rationality, pragmatism and institutional games. Finaly, the future of aid seems plural in order to take into account the diversity of the situations and prurposes both in the offer side and in the demand side of the aid. (Full text in french)
