Abstract

"Seit der Riester-Rentenreform von 2001 wirbt die Bundesregierung intensiv für die ergänzende private Altersvorsorge. Staatliche Zulagen und Steuervorteile sollen das Sparen attraktiv machen und vor allem Familien und Geringverdienern den Aufbau kapitalgedeckter Rentenansprüche erleichtern. Der Kurzbericht zeigt, dass dieses Konzept gerade dort nicht funktioniert, wo eine Ergänzung des gesetzlichen Rentenanspruchs besonders vonnöten wäre - bei Beziehern von niedrigen Einkommen und speziell bei den Empfängern von Arbeitslosengeld II, einer Gruppe mit hohem Altersarmutsrisiko und geringen Sparmöglichkeiten."
