Abstract

L'objectif de ce rapport est d'analyser si l'accord agricole de l'Uruguay Round nécessitera des ajustements, marginaux ou substantiels, de la politique agricole de l'Union européenne telle qu'elle est aujourd'hui appliquée ou, en d'autres termes, d'analyser dans quelle mesure l'accord agricole de l'Uruguay Round et la réforme de la politique agricole commune (PAC) sont compatibles. Le deuxième objectif est de proposer certains aménagements souhaitables à la PAC dans le sens d'une meilleure satisfaction et intégration des deux fonctions de l'agriculture, i.e., la fourniture de biens en grandes quantités sur des bases internationalement compétitives et la fourniture de biens publics, mal valorisés par le marché, comme l'aménagement de l'espace et la protection de l'environnement. Ces aménagements sont basés sur des critères internes (inefficacité de l'instrumentation actuelle en particulier) et tiennent compte des contraintes externes qui pèsent sur l'évolution de la politique agricole de l'UE (prochain cycle des négociations multilatérales, relations bilatérales EU-UE, intégration des pays d'Europe centrale et orientale (PECO) à l'UE, etc.).
