Provisión òptima de suelo urbano para usos no lucrativos. El valor de las zonas verdes

Abstract

Una de las preguntas relevantes para la política urbanística es ¿qué proporción de zona verde o libre de edificación comercializable es la socialmente óptima en un determinado desarrollo urbano? Distintas respuestas. Este trabajo trata de responder a dicha pregunta desde la economía, mostrando el planteamiento teórico y realizando una aplicación en Madrid, en la que se aprecian resultados cotra-intuitivos, como que cuando la administración puede fijar, a precio cero para ella en el mercado del suelo, la cantidad de zonas verdes en un barrio, éste termina en ocasiones con menor cantidad de zonas verdes que si las tuviera que adquirir en un mercado libre y competitivo.
