Más allá del Consenso de Washington: una agenda de desarrollo para América Latina

Abstract

Resumen En este documento, el autor desarrolla una crítica al llamado Consenso de Washington y a las políticas económicas que se fundamentaron en sus criterios. En principio, no se tomó en cuenta el papel de las instituciones en el desarrollo económico y se tendió a minimizar el de la política social. Aunque se reconoce el avance representado por algunas de las ideas implantadas, se señala que las reformas de mercado han producido algunos de los problemas que urge resolver, en particular el pobre desempeño económico y el deterioro distributivo que se advierte en América Latina y otras regiones del mundo. Se sostiene la necesidad de no concentrar la atención en "nuevas generaciones" de reformas, y en su lugar se propone comprender la dinámica que impulsa el crecimiento con equidad en contextos institucionales específicos. Por último, se reclama, con argumentos basados en evidencias empíricas, que es imprescindible incorporar los objetivos sociales en las políticas económicas y promover la diversidad democrática.""
