Регулиране На Работната Заплата: Опитът На България През 1991-1992 Г

Abstract

Политиката на доходите и основния и елемент регулирането на работната заплата са едни от най-важните инструменти на стабилизационните програми. Два от критериите за ефективност на провежданата политика на доходите са поддържането на сравнително ниско равнище на инфлация и съхраняване на печалбата като елемент на доходите в държавните предприятия. Анализът на регулирането на работната заплата през 1991 и 1992 г. за България показва, че са очевидни процеси на декапитализиране на предприятията и на инфлационен натиск от страна на търсенето. Използваните инструменти за пряк контрол върху нарастването на работната заплата в държавните предприятия са ефективни, докато инструментите за косвен контрол не могат да изпълняват функциите си. Балансирането на преки и косвени средства за контрол върху разпределението на добавената стойност в държавните предприятия, докато те доминират в икономиката предполага внимателен избор на прилаганите инструменти.
