L'equità degli impatti dei provvedimenti di road pricing

Abstract

Per lungo tempo, gli studi condotti sulle politiche di sostenibilità urbana si sono concentrati sull’analisi delle ‘esternalità’ ambientali provocate da altre politiche di settore. Raramente (e quasi mai in Italia), invece, l’analisi è stata condotta ‘in senso inverso’, ossia nell’intento di comprendere quali siano gli impatti socio-economici delle politiche ambientali. Il presente lavoro vuole rappresentare un piccolo contributo all’approfondimento di tale questione. Le riflessioni svolte e gli studi finora condotti a riguardo mostrano come, con tutta probabilità, non sia possibile risolvere il quesito con un’unica risposta valida ‘a priori’, ma come gli effetti di ogni politica vadano analizzati nelle specificità dei diversi contesti. A tale riguardo, in riferimento al tema della mobilità urbana, viene approfondito il caso dell’introduzione, in alcune realtà urbane, di provvedimenti di limitazione al traffico (ad es. la pollution charge), nell’intento di definirne e valutarne, non solo – e non tanto – gli effetti ambientali, quanto gli effetti socio-economici. Nell’ambito di questi ultimi, inoltre, nel presente contributo un’attenzione specifica viene riservata al problema dell’equità e alla valutazione degli effetti redistributivi delle politiche ambientali, ossia si cercherà di comprendere come le politiche in atto si riflettano sui diversi gruppi di riferimento, individuati – in particolare - in base al reddito.
