Subsidios al consumo de los servicios públicos en Colombia: ¿Hacia dónde nos movemos?

Abstract

En Colombia las tarifas de los servicios públicos tienen implícito un sistema de subsidios cruzados. El objetivo de este documento es evaluar el desempeño de este esquema para los sectores de energía eléctrica, telefonía básica y agua potable en las áreas urbanas a partir de indicadores de cobertura, focalización y redistribución, el análisis del impacto sobre el poder adquisitivo de los hogares y la sostenibilidad financiera del sistema. En los ejercicios realizados se encuentra que el mecanismo de estratificación a partir del cual se distribuyen los subsidios no focaliza bien los beneficios, no permite una redistribución progresiva de recursos y genera un déficit costoso para las empresas y el Estado. El pobre desempeño indica la necesidad de ajustar el esquema de subsidios vigente. Como respuesta, en este documento se presentan algunas alternativas para mejorar el esquema actual.
