¿Política tipo comando y control o comanejo recurso de uso común (RUC)?: Economía experimental aplicada a estudiantes

Abstract

ResumenLos Recursos de Uso Común (RUC) tienen como uno de sus principales problemasla sobreexplotación, lo cual se debe al comportamiento económico y egoístade los agentes económicos. Sin embargo, existen variables como la reputación, elaltruismo o la colaboración que son importantes en las comunidades para ayudar agenerar una gestión exitosa de los RUC y que por lo general no son consideradasen el diseno de políticas públicas ambientales. A través de experimentos económicosaplicados a estudiantes de licenciatura de la Universidad Nacional Autónomade México (UNAM), se demuestra que dicho comportamiento se puede cambiar através de la aplicación de un impuesto (garrote) o comanejo (zanahoria). Además,por medio de un modelo econométrico se encuentran aquellas variables relevantesempleadas por los estudiantes en la determinación del nivel de extracción de unRUC.Palabras clave: Recursos de uso común, capital social, acción colectiva, gestiónpesquera.
