¿Contribuyen las reformas al progreso social?, el caso de los servicios de acueducto y alcantarillado y la mortalidad infantil en Colombia 1990-2004

Abstract

Este trabajo analiza el impacto de las reformas en la prestación de los servicios de acueducto y alcantarillado en Colombia, sobre la mortalidad infantil y la cobertura de los servicios. Específicamente, se definió un indicador de reforma a partir de la entrada de un prestador diferente al gobierno local. Utilizando una metodología de diferencias en diferencias se estimó el efecto de la reforma, sobre la cobertura y la tasa de mortalidad infantil por enfermedades infecciosas e intestinales. Los resultados indican que la prestación de los servicios por parte de los gobiernos locales puede alcanzar un desempeno superior al de las empresas especializadas en términos de la reducción de la mortalidad infantil. Además, se encontró que la participación privada en la prestación de los servicios no se relaciona con la reducción de la mortalidad infantil por enfermedades infecciosas e intestinales.
