Puja federal en el financiamiento de los regímenes previsionales

Abstract

El objetivo de este trabajo es analizar el impacto fiscal implícito en la relación nación-provincias y entre provincias del financiamiento del régimen previsional SIPA y de los regímenes provinciales. El esquema de financiamiento de estos regímenes es un entramado complejo. En los últimos 40 años, el financiamiento de la previsión social ha exacerbado la disputa en el reparto de fondos entre niveles de gobierno. El régimen de coparticipación ha sido el principal instrumento al que se ha recurrido para el financiamiento de la previsión social. Actualmente las provincias realizan un aporte neto de 1,3% del PIB al financiamiento del sistema previsional de la Nación. Los resultados proyectados muestran un mayor desequilibrio que tensará la relación nación-provincias, siendo una fuerza que llevará a un replanteo del régimen previsional y de las relaciones entre niveles de gobierno, principalmente del régimen de coparticipación.
