Abstract

Flächenkreislaufwirtschaft ist ein ganzheitlicher strategischer Ansatz zur Wiedernutzung von Flächen und zur Reduzierung der Flächeninanspruchnahme, der zugleich Aspekte von Klimaschutz, Energieeffizienz, Altlastensanierung und Stadtentwicklung berücksichtigt. Er beinhaltet die immobilienwirtschaftliche Inwertsetzung von unterwertig genutzten Flächenpotenzialen. Flächen, die für eine bauliche Nachnutzung nicht in Betracht kommen, werden auf dem Wege der Renaturierung aus dem Flächenkreislauf entlassen. Flächenrecycling bezieht sich auf die nutzungsbezogene Wiedereingliederung solcher Grundstücke in den Wirtschafts- und Naturkreislauf, die ihre bisherige Funktion und Nutzung verloren haben, und bietet Potenzial für die Reduzierung der Flächenneuinanspruchnahme. Für Kommunen mit Jahrhundertaufgaben könnte der Handel mit Flächenzertifikaten eine Entwicklungschance bedeuten. Außerdem bilden Brachflächen ein maßgebliches Potenzial für die Errichtung Grüner Infrastruktur und somit Treibhausgas-Bindungspotenzialflächen.
