Abstract

Die wesentlichen Aufgaben und Verfahrensschritte des Raumordnungsverfahrens sind im Raumordnungsgesetz des Bundes und in den Landesplanungsgesetzen definiert. Sie belassen der Verwaltungspraxis jedoch Spielräume in der konkreten Ausformung und Gestaltung der einzelnen Verfahrensschritte. Im folgenden Beitrag stellen die Autoren praktische Hinweise und Empfehlungen für eine sachgerechte und transparente Verfahrensführung zusammen. Sie reichen von der Vorbereitungsphase eines Raumordnungsverfahrens über die Antragskonferenz, den Vergleich und die Bewertung von Standort- oder Trassenalternativen bis hin zur Abfassung der "Landesplanerischen Feststellung" bzw. "Beurteilung" als Verfahrensergebnis. Den Abschluss bilden ausgewählte Erfahrungswerte zur Beteiligung der Öffentlichkeit in Raumordnungsverfahren.
