Abstract

This paper describes Croatian Government innovation and entrepreneurship policy incentives support and real SMEs sector needs trying to get the answer on whether the state's incentives schemes turn the innovations into the economic growth. From the policy maker's point of view this paper describes specific measures and activities of the economic policy which has been implemented through the Innovation Development Program within a framework of the Program for SMEs Development of the Croatian Government in the period 2000-2005, and follows up indicators on the type of innovation incentives being given during six-years period of time. From the enterprise consultant's point of view who are counselling and consulting SMEs this paper describes the real needs of small and medium sized innovative enterprises.
