Evaluación del programa Escuela 2.0 para la asignatura de Matemáticas a partir de PISA 2012

Abstract

El objetivo de este trabajo es analizar la efectividad del Programa Escuela 2.0 sobre los resultados en Matemáticas. Este programa se inició en el año 2009 con el objetivo de fomentar la enseñanza a través de nuevas tecnologías en los centros públicos de España. Se procede a realizar una doble comparación: (i) entre las dos olas de PISA(2009) y PISA(2012), para analizar la evolución de la puntuación en Matemáticas y (ii) según el grado de implementación del Programa en las Comunidades Autónomas diferenciaremos entre participación total, parcial y no participación. La estimación de un modelo “difference in difference” muestra que el efecto neto derivado de un incremento en el ratio ordenadores por alumno es positivo en las Comunidades participantes, aunque pequeño. Sin embargo, el número de años que los alumnos han estudiado con el Programa Escuela 2.0 no ha afectado por igual a alumnos repetidores y no repetidores. También se aprecia que sólo un uso moderado de las TIC como herramienta para hacer deberes en casa (1-2 veces/semana) afecta de manera positiva a alumnos repetidores y no repetidores. Como beneficios adicionales, el Programa Escuela 2.0 ha producido ciertas externalidades positivas, puesto que tomando como base la asignatura de Matemáticas, ha favorecido la relación entre compañeros y amigos.
